JJH supports the goals of the disadvantaged business communities. It is JJH’s policy
to ensure that company buyers are aware of Corporate commitment to maximize
the opportunities for participation by Small Business Concern (SBC), Small
Disadvantaged Business Concern (SDBC), Woman-Owned Small Business Concern
(WOSBC), Historically Underutilized Business (HUBZone), Historically Black
College and University or Minority Institution (HBCU/MI), Veteran-Owned
Small Business (VOSB), and Service-Disabled Veteran-Owned Small Business
(SDVOSB), on JJH projects, to the degree permitted by efficient contract
performance, pursuant to P.L. 99-661 Section 1207 Contract Goals for Minorities.
JJH commits to work in cooperation with the SBC, SDBC, WOSBC, HUBZone,
HBCU/MI, VOSB, and SDVOSB officials to ensure that substantial progress is
made in increasing awards to these types of firms, pursuant to P.L. 100-180
Section 806, Requirement for Substantial progress on Minority and Small Business
Contract Awards. JJH further commits to provide motivational training to
guide and encourage purchasing personnel in the solicitation and utilization
of disadvantaged businesses.
Contacting potential disadvantaged business firms through several
different methods evidences JJH’s proactive position. One method
of contact is through e-mail service, inviting such firms to bid
on any portion of a specific project. Invitations to bid are e-mailed
to all potential SBC, SDBC, WOSBC, HUBZone, HBCU/MI, VOSB, and SDVOSB
firms. This mailing produces inquiries from interested firms.
Other methods include telephone contacts, notices sent via e-mail, and solicitation notices advertised in trade publications.
Bidder lists are also developed and maintained using sources such
as the Small
Business Administration’s Dynamic Small Business
Search, Minority Business Development
Agency, Local Minority Business Centers, Economic Development Centers,
and the National Center for American Indian Enterprises Development.
JJH also maintains a computerized master listing of subcontractors
that is updated on a regular basis reflecting SBC, SDBC, WOSBC, HUBZone,
HBCU/MI, VOSB, and SDVOSB firms.
